A VAT identifier does not start with a valid country prefix.

Why it happens

The seller, tax representative or buyer VAT number was supplied without its two-letter country prefix, or with a prefix that is not an ISO 3166-1 country code. This is one of the most common failures on invoices exported from UK and US systems.

How to fix it

Prefix the VAT identifier with the country code — DE123456789, not 123456789. Greece uses EL, not GR. The prefix belongs in the identifier value itself (BT-31 / BT-48 / BT-63), not in a separate field.

EN 16931, EnglishThe Seller VAT identifier (BT-31), the Seller tax representative VAT identifier (BT-63) and the Buyer VAT identifier (BT-48) shall have a prefix in accordance with ISO code ISO 3166-1 alpha-2 by which the country of issue may be identified. Nevertheless, Greece may use the prefix ‘EL’.
